Embers find the canyon before flames do
Wind-driven embers travel a mile or more ahead of a fire front, riding the same canyon winds that funnel through Topanga toward the sea. They settle into mulch beds, wood gates, and dry plants pressed against siding. The first five feet decide whether a home catches.
Topanga has lived this more than once. The 1993 Old Topanga Fire started just over the ridge on Old Topanga Canyon Road and burned 16,516 acres to the coast. In January 2025, the Palisades Fire pushed into the canyon's southern reaches while the entire community was under evacuation orders.
The good news is that the ember problem is fixable, house by house. Zone Zero is the state's version of what Topanga's fire-safety volunteers have taught for years: keep the first five feet clean, and a home can survive an ember storm without anyone standing on the roof with a hose.
More than 25 wildfires have burned through or beside Topanga in the last century, by the Topanga Historical Society's and local press counts. The pattern repeats: ignition inland, wind, a run toward the ocean.
What Zone 0 asks of a canyon home, and when
Requirements arrive in phases, and rebuilds and new construction comply from day one. Nothing here requires panic. It requires a plan.
Clear the five feet
Combustible mulch, dead plants, firewood, and stored items leave the 0-5 ft zone. Estimated deadline 2027-2028 for existing homes.
Replace what burns
Combustible fences, gates, and attached structures in the zone get replaced. LA County sets the deadline, up to 5 years after adoption.
New fences & rebuilds
No new combustible fences in the ember-resistant zone once regulations adopt. Rebuilds meet Zone 0 from day one.

LA County Fire enforces Zone 0 in Topanga
Topanga is unincorporated Los Angeles County, so the Los Angeles County Fire Department is the Authority Having Jurisdiction. Its inspectors already visit canyon parcels for annual defensible-space checks, and Zone Zero layers onto that familiar program. Per the April 2026 state draft, enforcement starts with education, not citations, which fits how fire safety has always worked here: neighbor to neighbor first.
Topanga also brings its own infrastructure to the table. The canyon is a recognized Firewise USA community, the Topanga Coalition for Emergency Preparedness (T-CEP) runs local disaster information, and the North Topanga Canyon Fire Safe Council has organized brush and chipping work for years. Zone Zero is the newest layer on a long local habit.
One road in, one road out
Topanga Canyon Boulevard is the canyon's primary route to safety, and everyone here knows what it looks like when thousands of residents use it at once. Homes that resist ember ignition do more than protect their owners: fewer burning structures means less smoke and fewer spot fires along the road while your neighbors evacuate. In Topanga, Zone Zero is a community project, the same way T-CEP's phone tree and the Fire Safe Council's chipper days are.

Straight answers for canyon homeowners
Is Zone 0 the same as LA County Fire's brush clearance inspection?
No. Brush clearance covers vegetation out to 200 feet and Topanga parcels already get inspected for it. Zone 0 is a new, stricter layer: everything in the first 5 feet, including wood fences, mulch, and stored items, not just brush.
Does the whole canyon really fall under Zone 0?
Effectively, yes. On CAL FIRE's updated hazard maps, Topanga is mapped almost entirely Very High Fire Hazard Severity, and Zone 0 applies to homes in Very High zones. If your home is in the canyon, plan on it applying to you.
Will Zone 0 mean cutting down our oaks?
The April 2026 state draft scaled back blanket vegetation removal, and enforcement in unincorporated LA County is education-first. Well-maintained trees are treated differently from dead material and combustible items against the house. Confirm specifics with LA County Fire before removing any tree.
We rebuilt after past fires. Do rebuilds get a grace period?
No. Once regulations are adopted, new construction and fire rebuilds must meet Zone 0 from day one. Existing homes get phased deadlines instead: Phase 1 is estimated 2027-2028, and Phase 2 timing is set by LA County.
How does Zone 0 relate to Topanga's one-road evacuation problem?
Homes that resist ember ignition buy the whole canyon time. Topanga Canyon Boulevard is the primary way in and out, and fewer burning structures means less smoke, fewer spot fires near the road, and safer evacuations for everyone.
